본 연구는 심리전의 작동기제를 바탕으로 민간 대북전단의 목적과 효과를 고찰하였다. 전단 살포를 통한심리전은 목표 청중에 정보를 유입하여 심리적 인지부조화 상태를 유발, 살포자의 목적에 따른 행동 변화를 유도하는 작동기제를 갖는다. 대한민국이 북한을 대상으로 진행한 대북전단 활동은 그 주체가 정부에서 민간으로 이전되는 특수성을 갖는데, 이 과정에서 전단의 성격과 목적 또한 변화하였다. 본 연구는 민간이 주도하는 대북전단 목적을 북한 정치 엘리트 계층의 체제 저항에 있음을 확인하고, 심리전의 작동기제에 근거하여 민간 주도 대북전단의 효과에 대해 단계별로 검토하였다. 이를 기반으로 민간 주도의 대북전단이 효율적인 수단이 아니라는 결론을 도출하였다.
This research examines the effectiveness of civilian leaflets to North Korea by using the mechanism of operation of psychological warfare. Sending leaflets as a means of psychological warfare is based on an operating mechanism that introduces information into the target audience so as to cause psychological cognitive dissonance and induce behavioral changes in favor of the sender state. The main subject of leaflet dropping has been changed from the South Korean government to private sector and the intention or strategical aim of such activity has also changed according to its main subject. This research evaluates the effectiveness of private sector-led leaflets on North Korea, elaborating each different stage in the operating mechanism of psychological warfare and narrowing down the target audience to the political elite class of North Korea. Consequentially, this research concludes that the erstwhile private sector-led leaflet campaigns have been an ineffective means or method to achieve strategic aims and induce behavioral changes among the elite class of North Korea.
